A new report from the government shows that white and Indian men still dominate top management and senior management jobs in South Africa. The report is from the Commission for Employment Equity (CEE). It looks at how well companies are following the rules for fair hiring and promotion.

Who holds the top jobs?

At the top management level, white people make up 57% of the jobs, even though they are only about 8% of the working-age population. Indian people hold 12% of top jobs, but they are only 2.4% of the workforce. In contrast, black Africans are 81% of the workforce but hold only 21% of top management jobs. Coloured people hold about 6% of top jobs, which is close to their share of the workforce.

Where are black women and people with disabilities?

The report says that black women and people with disabilities are still mostly in lower-level and middle-management jobs. They have not moved up to senior and top management in large numbers. The number of people with disabilities in jobs has stayed just above 1% for many years, which is very low.

What about foreign workers?

The report also notes that there are many foreign nationals working in South Africa, especially in public universities. Some groups say this takes jobs away from South Africans. The government says it must watch this closely.

New rules and court cases

A new law, the Employment Equity Amendment Act, came into effect in January 2025. It lets the labour minister set specific race targets for each industry. Some businesses and groups oppose this law, saying it is unfair. Several court cases are challenging it. The CEE says companies should still follow the law while the courts decide.

Why is this important for job seekers?

This report shows that the job market in South Africa is still not equal. If you are a black woman or a person with a disability, it may be harder to get a top job. But the government is trying to change this with new rules. Job seekers should know that companies are being pushed to hire more diverse workers, especially in management.
